Personal Injury News: Headmaster fined over pupil’s death
The Health and Safety Executive (HSE) is advising those responsible for the care of young children to ensure appropriate supervision is provided following the conviction of a headmaster at a school in North Wales.

James Porter, of Hillgrove School, in Bangor, was convicted of breaching Section 3(1) of the Health and Safety at Work etc Act 1974 and fined £12,500 following the death of a three-year old pupil who fell in the playground whilst unsupervised. An order to settle the court costs of £7,500 was also issued by Mold Crown Court.

The investigation into the three-year olds death by the HSE identified shortfalls in the levels of supervision, which resulted in Kian Williams being able to enter an area that was off limits.

Steve Scott, the HSE Principal Inspector, said, “Play is absolutely essential to children’s development, and they should benefit from the opportunities that exposure to well-managed risks present. Such opportunities help them learn important life skills, including how to manage risks for themselves, but a balance does need to be struck between the risks and benefits; and very small children should not be left effectively unsupervised.”
